Maryland HQL Course
Course Description
This 4-hour course exceeds the training requirements set forth by the Maryland State Police for obtaining a Handgun Qualification License (HQL). The HQL is required for Maryland residents who wish to purchase, rent, or receive a handgun. Led by a Maryland State Police Approved Qualified Handgun Instructor, our curriculum provides essential knowledge and skills for safe and responsible handgun ownership: • Maryland Firearm Law: Overview of state firearm laws, including regulated firearms, proper purchasing/transfer procedures, transport laws, prohibited possessors, when a Wear & Carry Permit is necessary, and use of force. • Home Firearm Safety: Instruction on safe storage practices, securing firearms from minors, and the use of safety devices. • Handgun Mechanisms and Operation: Understanding the proper function, safe handling, loading, unloading, cleaning, and maintenance of revolvers and semi-automatic handguns. • Operation and Handling Demonstration (Live Fire): A practical component requiring the student to safely fire a handgun under the direct supervision of an instructor. This is a hybrid course consisting of live-virtual learning conducted via Zoom, in-person learning delivered in a classroom setting, and a live-fire component conducted at a shooting range. Course Schedule: Day 1 (Nov. 13, 6:00PM - 8:30PM): Live-Virtual Session (Zoom) Day 2 (Nov. 14, 6:00PM – 8:30PM): Classroom (1.5 hrs), Range (1 hr)* *Classroom and Range sessions will be held at: Maryland Small Arms Range 9801 Fallard Ct Upper Marlboro, MD 20772 What's Included: • Live-Virtual and Classroom Training • Range fees • Use of a firearm • Ammunition (if using instructor-provided firearm) What you will need to bring to the range: • Valid Government-issued ID • Closed-toed shoes • Ammunition (if you are bringing your own firearm) • Eye and ear protection (available at the range) What’s not included: • Live Scan Fingerprinting • MSP Application Fee Upon successful completion, you will receive a course completion certificate. You will need to complete the remaining steps to obtain your HQL: • Obtain Livescan Fingerprints for your background check. • Submit your online application to the Maryland State Police (MSP) along with your training certificate and fingerprint receipt.
